A Group is a large state-owned group of enterprises, Headquarters with more than a dozen departments and more than a dozen subordinate points (a) companies. At the same time, A Strategic Management Group, both in the Chinese group of companies is widespread; The other hand, the development of modern enterprises by scale, diversity and needs of the Chinese government's promotion of three factors, the group become the trend of organizational development. Therefore, based on the Group A solution to this problem of strategic management can be another group company in China to provide a way to solve problems of strategic management. Obviously, this is of practical significance, and it is the purpose of this study lies.In the last 20 years, Balanced Scorecard (BSC) is the greatest strategic management tools. This tool that will be the financial indicators (results) and non-financial indicators (driver) combined, that will be Strategic management and performance management combined, is an advanced and scientific strategic management tool. In this paper, the theory of BSC implementation experience combined with BSC, the BSC strategic management can solve these two problems, namely, to enhance strategic execution and implementation of enterprise Everlasting. Therefore, A Group decided to adopt the BSC to address the problem of the existence of strategic management.In this paper, the implementation of BSC A two working groups to study aspects of strategic management is able to solve problems: The first, in-depth research A group of strategic management and performance management status, based on principles of design A Group BSC, BSC implementation plan and finalize the establishment of strategic performance management system, based on the theoretical design of the strategic management system to solve problems; The second aspect is the implementation of the strategic performance management system designed to solve the problems in implementation so that the whole system to be constructed across the group and continued to run a successful, that proven system that can be used in practice.
