The Analysis Of Difference In The Transfer-Ability Of Industry Undertaking In Wanjiang City Belt

From the 2008 financial crisis, the pattern of over-consumption in Western countries was unsustainable. Correspondingly, Chinese export-oriented economic way has gone into the adjustment phase. Meanwhile with the rise in labor costs, labor-intensive industries in the eastern region have begun to transfer to the Midwest. In the dual backgrounds, the State Council promulgated the Plan of Transfer of Industries in the Demonstration Areas among Wanjiang City Belt in January 2010. This is the first regional issue on national agendas and the Plan will be an experimental project in the industry undertaking.Based on the mentioned above, this paper will start the analysis from regional industrial undertaking transfer. Selecting the industrial undertaking ability and clearing its definition, we build evaluation system of the ability and combine the empirical analysis among Wanjiang City Belt, which do great importance in building a scientific rational and comprehensive platform for the transfer of the undertaking of industry.First, the ability of the industrial undertaking transfer and theories involved in the city belts and some studies in our country on this kind of transfer are reviewed in this paper. Then combining some related researches with getting a further connotation so that it can come to lay a good foundation to calculate the transfer ability.Second, based on the summarized relevant theories, the establishment of evaluation system and its principles, which helps establish indicator evaluation system, and using the system to check the transfer ability empirically among Wanjiang areas; proving its feasibility and practicality through factor analysis. What's more, measure the ability of this transfer quantitatively and do the qualitative description on some relevant indicators. On the basis of the evidence, conclude the difference of this ability and offer some explanations and give a qualitative analysis of several certain areas. And the empirical results show that there are some differences in the ability of transfer within the industry among the industry. It's powerful dual-core in the Hefei and Wuhu and weak wings in Chuzhou and Xuancheng, and Wanjiang downstream-areas have low radiation by the Yangtze River Delta, and the Wanxi Region has weak transfer ability.Last, according to the empirical analysis and the combination of the advantages and disadvantages among Wanjiang areas, proposing the"W model"which can enhance the industry transfer ability, some countermeasures on the ability of transfer are proposed in the paper.
