Public Policy Research To Support SMEs Industrial Upgrading

Medium and Small sized-enterprises (MSEs) all over China have already made great contributions to the economic development and take-off. As China has already integrated into the global market, facing more and more competition, being influenced by resources and environment, adjusting the economic structure and promoting the transition and updating of industry have been the trend of China's economic development accountancy. How to understand this trend and promote the development of MSEs is increasingly becoming an important issue to local government.This thesis carries on elementary research on the relationship between the development of MSEs and the public policies of government by taking WuXi City as an example. Firstly, this thesis explains relevant basic theories of MSEs upgrading. Then, it discusses the essentiality that the government should carry on the supporting policies to MSEs. By analyzing the actual and existing problem of MSEs in WuXi city, also by comparing and analyzing policies supporting system of the developed countries on MSEs, this thesis provides the principles that should take from the point of view of public police, and establishes the basic framework of policies supporting system on WuXi city MSEs.
