Research On The Implementation Of Supporting Policies For Small And Medium-sized Enterprises In Nanan City

At present,small and medium-sized enterprises play an irreplaceable role in market economy developed countries and developing countries,with its unique advantage in absorbing employment,optimizing economic structure,stimulating the market vigor,creating social wealth,promoting social stability.Private small and medium-sized enterprises are the core of the development of Nanan city and the important embodiment of the comprehensive strength of the economic development in Nanan.During the historical period when China's economy develop into the new normal times and the foreign economic situation is complicated,how to support the small and medium-sized enterprises of Nanan to overcome difficulty,through transformating the mode of development to realize the upgrade and development is particularly important.This study based on the two hundred questionnaires in the small and medium-sized enterprises about the experience of the support policy implemented in Nanan,mainly from the supporting policies,the government executive ability,the enterprises' ability to apply corporate policies and policy implementation environment four dimensions.Through the investigation,it is found that the small and medium-sized enterprises are generally satisfied with the implementation of the supportive policies of nan 'an.However,many deficiencies have been found in the implementation of supporting policies for small and medium-sized enterprises in Nan 'an also,which are mainly reflected in the following aspects: policy quality,such as insufficient preferential policies,inaccurate policy support,excessively high threshold for the declaration of some supporting policies,and time-consuming setting of supporting policies.In terms of government implementation,for example,the publicity and promotion of supportive policies are inadequate,there are many policy declaration and acceptance institutions,some departments deal with the service level of policies and the efficiency of policy implementation are low.In terms of the application of policies for small and medium-sized enterprises,such as insufficient willingness to declare policies for small and medium-sized enterprises,low ability to declare policies for enterprise staff,and insufficient application of supportive policies in enterprises,etc;The environmental aspects of policy implementation include heavy tax burden of enterprises,low level of social credit and third-party socialized service.The small and medium-sized enterprises' satisfaction to the implementation of the support policy can be affirmed from the micro level the achievements made by the service support of the small and medium-sized enterprises in Nanan city.However,the economy and the society is developing fast,and the expectation of small and medium-sized enterprises to the development ability of government service supporting enterprises will gradually increase and their satisfaction will also change.The development of SMES in the support policy implementation in Nanan also exists some shortage,Therefore,the quality of supporting policies should be further improved,the construction of policy implementation capacity of government departments should be strengthened,the ability of SMEs to enjoy policies should be enhanced,and the policy implementation environment should be improved to support sustainable healthy development of small and medium-sized enterprises..
