Research On The Use And Proceeds Of Administrative Institutional State-owned Assets

Research on Chinese administrative institutional state-owned assets has been focused on some issues about the reform of management system and the construction of new management mechanism for a long time, but most of the studies related to foreign management mode and stay in the general introduction. There have been serious inconsistencies between research results and management practices, the accurate understanding to the characteristics and economic nature, free use, the definition of proceeds attribution, the way to proceeds returned to society under the market economy are weak. These problems will cause many problems. Even bad, some erroneous opinion about improving the method of assets use, proceeds management could result in substantial loss of state-owned assets. This thesis tries to analyze the use and proceeds problems of state-owned assets and the causes. We can reveal the importance of the attribution and the re-distribution of Chinese administrative institutional state-owned assets'proceeds, which will find the correct direction to solve the problems of use and proceeds management, speed up the optimization process of Chinese administrative institutional state-owned assets'proceeds management generally.This thesis discusses the necessity of due to the problems of use and proceeds'source and to be settled urgently of Chinese administrative institutional state-owned assets according to two aspects. Firstly, Marx's property rights theory and public finance theory from the Western provides a theoretical basis on use and proceeds to be settled from state-owned assets perspective, we should achieve increase of state-owned assets value, and provide the material guarantee to social development. Secondly, we reiterate the connotation of Chinese administrative institutional state-owned assets and point out clearly the function shortcomings of state-owned assets'property subject, meanwhile we give a concrete definition to property owners according to assets own, assets use and assets supervision management, re-examine the attribution of Chinese administrative institutional state-owned assets proceeds, and provide asset possession, use, disposal and proceeds with the basis.The primary stage of socialism of our country will continue for a long time, the socialist market economy need to be developed urgently. How to use and optimize these state-owned assets rationally, how to enhance their operational efficiency and control the cost of public products to maximize public interest are both theoretical and practical issues highly concerned of the government, academic circles and all sectors of society. Revenue management of administrative institutional state-owned assets is different from the operational state-owned assets. Attentions should be paid and new meanings should be given to it. The revenue management of our administrative institutional state-owned assets should be promoted under the premise that there is a clear definition of property rights and income attribution. It should be improved from five levels including property relations, legislation, regulatory, way of use and performance evaluation so as to clear the right direction, choose the correct way.
