In recent years, along with the pace of urbanization further accelerate and urban rapid economic development, strengthen urban comprehensive strength and competitiveness, improve urban grade and image become around focusing on the development of urbanization in China, and in the process appeared special social phenomenon– city villages problem, but the problem become urban obstacle of the development of society, and the root of the problem in economy , constrain the intensive utilization of land resources, thus villages reform smoothly become the important factors affecting social stability and development. Meanwhile, replant and rebuilt behavior is serious, the villagers'interests is not guaranteed, transforming funds limited etc, which has become the bottleneck of rebuilding the villages city, affecting social stability and unity.In view of this, this article first from the study of harmonious management theory, combined with the particularity of rebuilding the villages city, analyzes the causes of the formation of villages and the situation of Xi'an village cities'reconstruction, through investigate the connotation of rebuilding the villages city harmonious management, and in the foundation of analysis the relationship between harmonious management theory and the rebuilding the villages city, uses EOL model to analysis villages problems , and puts forward the harmonious management mode of rebuilding the city villages, made clear the implementation stage and main content of harmonious management mode, and discusses the key factor of harmonious management mode, such as the choice of subject, determine the financing channels, the safeguard way and so on. At last get the mode of village reconstruction mainly includes the theory construction of harmonious management mode and specific operation. On the one hand through the theoretical mode guiding the actual renovation work, on the other hand to improving theory pattern based on running mode.The empirical analysis section is mainly to the practice and supplement of the harmonious management mode of city village reconstruction ,through typical urban village reconstruction cases - south Li village, verify the practice rationality of the harmonious management model, finally to make future innovative research of the key factors in harmonious management model of city village reconstruction and provides reference advice to application of harmonious management model in rebuilding the villages city.
