European energy integration has been accompanied by economic integration developing process all the way. Since the establishment of the European Community, energy efficiency issue has been among the core strategies of the European energy policy and environmental policy. At present, with 27 member states, the European Union(EU) has become the world's largest energy consumer group whose energy consumption accounts for 14%-15%that of the whole world, and also become the world's second-largest energy importer. The EU is economically advanced but possessing limited resources. When formulating energy policy, they have to take energy security of the entire EU regions as the core issue due to its huge energy consumption volume. Meanwhile, as the pioneer of environmental protection, EU also faces severe challenge in the process of making energy policy in view of the issues brought by the climate changes.Based on the current situation of energy issues, and with the increasing pressure of climate changes related to energy issues, seeing the social, economic and cultural development of EU, as well as the ever-changing international energy market and political environment, the member states of EU thus reached a consensus on energy and environmental issues:European Union's long-concerned energy security issues are no longer conventional energy supply security problem, but also related to some new factors such as climate change and environmental protection problems, etc.For European Union, to solve energy security issue, the first thing is to establish a uniform energy market within EU to enhance its competitiveness, and realize sustainable development. All of these require the EU's and its member states'solidarity in promoting the formulation and implementation of energy efficiency policy. The realization of the energy efficiency target is a vital link in accomplishing the energy policy target and environmental objective for EU, also one of the basic elements of energy policy. However, in building a unified energy market and exercising unified energy efficiency policy, it is hard to implement such unified criteria and system in the whole territory of European Union. These problems shall be solved by inter coordination and mutual trust of member states in order to solve the problems that the whole Europe is facing. This paper argues that, in view of the changes of international energy market and the constantly increasing pressure of global climate changes, the EU drew up a more comprehensive energy efficiency policy to achieve the goal of energy security strategy, and adjust the energy efficiency policy combined with global climate change issues, forming the unique energy strategy of EU. However, whether the energy strategy can be successfully implemented still need the efforts of its member states.
