Research Of Landless Peasants' Resettlement

Since the acceleration of urbanization process, more lands are required, thereby appearing landless peasants, and also because the low education level and the lackness of employability skills. Meanwhile, as the problems which are the development of the land expropriation system behind the times, compensation fee is low, the social security system is not perfect, making peasants facing the potential threat for social stability and the development of economic. The economic development in Chengdu is fast. The development of economic requires a lot of land, resulting in many farmers lost their land. Losting land for farmers means that they lost living.Landless peasants cause the potential threats for Chengdu's economic development. And the most important way weakening of the threat at present is to solve the resettlement of landless peasants to find factors that influence the impact of resettlement, then find a solution, so that farmers get into the city to speed up the process of urbanization.This paper analyze normatively some basic concepts and theoretical perspectives at first, and then introduce and analyze the various resettlement in Chengdu using a combination of qualitative and quantitative way. The currency resettlement, social security, resettlement, land placement and job placement of replacement were focused analysis, the following conclusions:Firstly, Through the practice of Chengdu survey found that the educational level of peasants is not high, most of them are elementary and junior high, the number of high school or college educationed people are very small. Knowledge of the land survey, found that 96.7%of landless peasants that the land is the basic source of the family. Landless peasants, the majority of lower living standards, loss of land, most of the farmers lost the basic source of income, lack of basic work skills, lower living standards, life is hard.Secondly, this passage using the logistic model analyzes the impact of social security arrangement. The effect of the number of labor and the total land area of the household before land expropriation is opposite on the impact of the social security wishes. That is to say, the fewer the number of labor, the less the total area of the family contracted land, and the more peasants tend to need the social security settlement. The effect of the educational level of peasants lost their land and per capita consumption monthly after losing land is opposite on the impact of the social security wishes. That is to say, the lower educational level, the lower per capita consumption monthly after losing land, and the farmers are more willing to accept the way of social security settlement. However, the impact of the total family population, age and household average annual income before land expropriation is not significant.When analyze the impact that influence monetary resettlement, the result is the lower the age of landless peasants, the more trends to monetary resettlement; the more contact lands the peasants have before land acquisition, the more possibility for them to choose monetaty resettlements.When this paper analyzes the factors which affect the landless peasants who selecting replacement land settlement and recruitment relocation draw at the same time using the Method of average and comparative, the result is that age and knowledge are the obvious factorys.The policy of the resettlement of landless peasants is proposed finally, including several aspects as follows:the combination of the monetized housing resettlement and building a unified settlement, the accommodation the landless peasants into the urban social security system, the improvement the standard of monetary compensation and controlling of the currency placed object, the accommodation the landless peasants into the planning urban employment system, the placement of share dividends for landless peasants, the rent placement for older farmers, the establishment and improvement land acquisition laws and regulations.
