Along with the development of China's urbanization and industrialization process, and acceleration of progress in reform and opening up, the requisition of the land continuing increases and a more great deal of 1 land is expropriated. Hence it comes into being massive and special social groups—land loss farmers. The development of urban areas is out of step with corresponding policies. Moreover, due to the dual structure in urban and rural areas, the land loss farmers can not fully enjoy the benefits brought by the raped development of economy, therefore the interests of land loss farmers are likely to be damaged, which directly leads to many problems in the process of land requisition in China. For instance, the quality of life of land loss farmers has been noticeably reduced, and they even become special difficult group of people who have no land, no job, no insurance and no money.Due to the shortage of the traditional land requisition system and the common preconception "attach more significance to land requisition and have little regard for resettlement" existed in our government at all levels. The concrete features are that the form of land requisition and resettlement is single; fund compensation is on the low side; the land loss farmers do not have basic livelihood guarantee; the land loss farmers is rather difficult to find reemployment again, etc. These circumstances might lead to the problem that after the land loss farmers, their guaranteed subsistence security has not been satisfactorily solved, which directly affects the collective or individuals' basic interests. The direct result is that a large amount of land loss farmers appeal to the authorities and influence social development and stability. How to deal with the settlement of land loss farmers has become a major problem in rural areas. Therefore, discussing the settlement problem for land loss farmers has obvious policy effects and practical value. It also enjoys a vital position in maintaining social stability and promoting economic development.In this paper, the approaches of qualitative and quantitative methods, combining theory with practice is adopted, through the related theory of land requisition compensation and resettlement is systematically introduced and the Wenzhou's policy of land loss farmers' resettlement are fully reviewed, Wenzhou's current resettlement problems are revealed and its failure reasons are discussed, and then, the reform ideas and the specific measures are put forward to hope to solve Wenzhou's practical problems and contribute to other regions' construction and development.
