Problems And Countermeasures In Jinan Tourism Administration

As China's economic development and environmental changes at home and abroad, the tourism industry is facing both opportunities and challenges. To prompte this industry with suataninale development under the new situations, urgent needs are to change the management concepts and functions, and to further improve the relevant systems. Our study aimed to establish a new tourism management model for the transformation of government functions with perfect institutional mechanisms, and thereby the functions of the tourism industry could be maximized. In order to study the functions of government administration in tourism, and systematicly analyze the internal laws of the tourism administration, we took the Jinan Municipal Bureau of Tourism as an example to provide a theoretical basis for optimizationof administrative management functions.This thesis is divided into five chapters. Chapter one is an introduction, including Research significance, Research progresthe, Research methods, and Research thoughts. Chapter Two contains the administrative functions of the basic tourism theory and the general concept of tourism administration, and outlines the characteristics of the tourism administration department and classification, and also introduces the development of the tourism administration department of history. On the other hand, we further analyse three famous tourism cities and sites such as Shanghai, Chang Baishan and Hongkong to learn the advanced experiences with respect to tourism administrative management. The Third Section analyzes the current development of tourism in Jinan Tourism Administration and the institutional setup and its system administrative functions. The Fourth Section lists the functions of the government tourism administration department of Jinan, and their potential effects on the tourism development. The Fifth Part of this paper pointed out that we should establish a new concept of administrative functions, and work out the optimization strategy concerning the administrative functions of the Jinan Tourism. Meanwhile, we proposed administrative functions in the optimization of the organizational design in Jinan Tourism. For example, we should establish a tourism administration that integrates resources and market, and establish a big system that could control multi-level tourism management model in Jinan. Also, we proposed a new mechanism in which could optimize the administrative functions in Jinan Tourism. With respect to the optimization measures, we suggested some valuable advices in the following aspects:increase in the basic functions of configuration, improve the tourism administration functions, optimize the pragmatic strategy for the development of tourism industry, and promote sustainable urban development.
