As one of the contracting country of the UN Convention on the Law of the Sea, China is bounded with vast seas and oceans, its continental coast line stretches to over 18000 km and its insular coast line tops approximately 14200 km, China exercises sovereignty and jurisdiction over 6500 islands and its legal offshore areas of 3 million km (including the exclusive economic zones). Ever since the born of New China, in the hope of constructing a proper marine regulation, the authority began to forge a multi-bureau cohesive network consecutively, including the Customs, the BCD (the Border Control Department of the Public Security), the MSA (the Administration of Marine Safety) etc. However, due to the inborn weakness of the regulating system, the loose and separated regulating system could not fit with the country's booming ocean industry as well as the discontinuous marine disputes and other daily obstacles. Considering this, this dissertation is trying to design a blueprint on how to build up an overall marine regulatory mechanism in China, in which consists of two parts, i. A general review over the major problems occurred in the marine daily regulation, ii. A possible solution in term of refining the system structure in a macro way, and setting up the specific institutions and departments accordingly in a micro way, with the aids of the fruits of the domestic and foreign related experiences. This dissertation will also contribute to the regional development, (e.g. the Yangtze Delta Area and Pearl River Delta Area), the cross-regional development (e.g., the pollution problem). Other similar institutional reforms could also be benefited from it.
