Research On Belarus-Shandong Technology Transfer Mode

With the challenge of new technology revolution in economic globalization era, countries and regions are facing fierce competition in economic, source, technology and various aspects. With development advantages, developed countries have established a relatively mature technology transfer system. They accelerate technology transfer process through legislation and incentive means, and promote technology transfer activity in both domestic and international vigorously. By dominating the global high-tech development, they gain great achievement in technology and economic market. For other countries, it is a favorable means to make full use of international technology transfer. They can take advantage of the imbalance in the technology and economic development among countries, and transfer the achievements of technology innovations in various methods through perfect mechanism and carrier, so that drive high-tech industry development and the traditional industry upgrading and speed up its own economic development.Shandong is our country's important economic province, industrial structure adjustment and traditional industrial upgrade is two significant tasks. Implementing self-directed innovation, we should also pay attention to technology transfer in the meanwhile, which is an important way to convert innovation achievements into productivity as soon as possible. By strengthening international cooperation to promote technology transfer, enhance the effort of digest, absorb and create, to promote the core competitive ability of enterprises and development of high-tech industries optimizing the industrial structure adjustment. As for the cooperation between Belarus and Shandong province, the two parties has communicated gradually in economic, trade, science and technology, and completed multiple projects since the high-tech science park established in Jinan. However, limited by certain factors, the cooperation doesn't get further breakthrough and the effect of the science park is affected. Therefore, it is of great significance to explore new mode of international cooperation between Belarus and Shandong province to promote technology transfer and the cooperation, and accelerate regional economic development.Based on sorting the theory of technology transfer, this paper sums up various technical transfer modes in the perspective of different suppliers, and constructs the technology transfer model between Belarus and Shandong making a reference to the experience of technology transfer both at home and abroad, together with the actual situation of cooperation between the two parties. And some suggestion is given too. Through the establishment of government's support and guarantee mechanism, construct perfect legal environment and dredging the technology transfer channel; Found Jinan China-Belarus Technology Transfer Service Center as the special institution to undertake the task, and integrate other regional technology transfer branches, to form comprehensive service network; Meanwhile construct other guarantee systems and relative measures to attract stakeholders to participate actively. With the mechanism of governmental coordination with many parties involved, promote the Belarus technology transfer in Shandong province in an all-around way.
