The article is started from the analysis on the difference of non-governmental and governmental invested project, writing the positive significance and necessity of the research for non-governmental agent project management. Then based on actual agent duty and technological process of Shanghai electric Lingang Heavy Machinery Co. Ltd., discussing the problem that grow out of indistinct authorization for non-governmental agent construction project, finding out five key important procedures by analysis on four periods of project management, then looking for the merits and drawbacks by adopting different authorization models in above five procedures, ultimately seeking out the appropriate characteristic of project to maximize the strengths of different authorization models and limiting their scopes.Specially with regard to the procedure of changing signed lists, based on analyzing out the improvement measures to deal with disadvantage of approval process in use, drawing on the experience of Pareto Principle to analyze data, we set up a three-staged approval system to reasonable optimizing the authorization model and examining procedure of changing signed lists. We set up the limited data and order target for different stage of authorization to enhance efficiency.According to the settlement cost data of Nuclear power nuclear island main equipment capacity expansion project, it figures out the limited datas and order target for different stage, which can be be consulted for similar peoject.
