An Evolutionary Analysis On Technological Innovation Behavior Of Chinese State-owned Enterprises Since 1978

Chinese State-owned Enterprises were born different from what generally called enterprises in the routines or behavior of technological innovation. This dissertation aims to research technological innovation behavior of Chinese State-owned Enterprises, and especially takes the great changes took place in the Mobile Communication Industry as an example. An Evolutionary Economics Framework is used to explain, mainly from historical or environmental factors, the reasons, process and experiences of Chinese State-owned Enterprises' technological innovation behavior since the Reform and Opening-up. All this could enlighten us.There are reviews of Chinese State-owned Enterprises' technological innovation, one from traditional theoretical pattern and the other from Evolutionary Economics perspective. Based on the reviews, an evolutionary analysis is began to explain the routines, behaviors and diffusion of Chinese State-owned Enterprises' technological innovation in the Mobile Communication Industry. And also, it comes to the conclusion of the innovation process, the features and enlightenments.The framework of Evolutionary Economics was constituted by at least four parts: the micro-foundation of innovation, the motivation and the process of enterprises' innovation and the self-organization theory. In order to adapt to a particular change from environment, the enterprise has to search new routines, which is the beginning of the demand of technological innovation. And by the Adaptive Learning the enterprise accumulates abilities. Continuous interactions such as trials or improvements help to develop innovations. In the market, whether a new product or service is accepted reflects whether the enterprise's innovation adapts to the environment well. A successful technological innovation brings desirable profit to make the enterprise getting better and so it does to itself in the market.During the period great changes occurred in environments and in themselves, China's Mobile Communication Industry imported the 1G technology, and then the 2G technology was imported-digested and improved, and after that, China developed and has Independent Intellectual Property of TD-SCDMA, which was accepted by the ITU(International Telecommunication Union) to become the World's standard of telecommunication technology. This accomplishment testified the development trait of technological innovation, again.However, the Mobile Communication Industry has some features against those of traditional industries, like, Network Effects, fast innovations and short technology life-span, high Transfer Cost and Lock-in Effect, Complementary Compatibility and Standardization. All these features lead to unique behavior, such as, C3G, which was a great help to industrialize TD-SCDMA as fast as possible. By nearly 30 years' accumulation, China's Mobile Technology reached the World's advanced level. And nowadays, China's 4G has a large possibility to become the World's Standard again, and the China Mobile is preparing to industrialize it world-wide.
