The energy issue has become a strategic issue in the economic development of countries in the world; particularly the resources of oil and gas are an important lifeline of national economy strategic materials. Due to the rapid economic development and resource and environmental constraints, the supply of oil and gas on land has not gradually met people's needs. Therefore, the expanding needs of the face of limited and known resources make the power country turn to the rich resources of offshore oil and gas, which highlights the important value of the resources of offshore oil and gas. Although China is rich in the resources of offshore oil and gas, it will eventually face the danger of depletion. So it is necessary to study the development of the Chinese offshore oil and gas industry from the perspective of industrial evolution and explore the evolution of its intrinsic motivation and mechanism, so as to promote the Chinese offshore oil and gas industry to exploit sustainably the resources of offshore oil and gas. This paper uses empirical analysis to study the evolutionary mechanism of Chinese offshore oil and gas industry. This article includes six parts, the first and second part is the basis part of the full text. The first part introduces the basic theory of industrial evolution as the theoretical research framework. The second part analyzes the development of Chinese offshore oil and gas industry. The third part mainly summarizes the internal and external evolutionary motivation of Chinese offshore oil and gas industry from the theoretical point of view. The fourth and fifth part is the key chapter of this paper. The fourth part empirically studies the development of Chinese offshore oil and gas industry. The fifth part is based on the third part of the theoretical analysis of the industrial evolutionary motivation and the fourth part of the empirical research of industrial evolution to illustrate the mechanism of industrial evolution of Chinese offshore oil and gas industry. This paper is based on the theory of industrial evolution and exploits Logistic growth model to study Chinese offshore oil and gas industry by using the sample data of industrial added value from 1970 to 2008. Its conclusions are that: Firstly, the evolution of offshore oil and gas industry inflection point occurs in 2011, showing the basic evolutionary trend of s curve. Secondly, the dynamic mechanism of the evolution of offshore oil and gas industry is essentially the profit-driven mechanism, so national interests and business interests of the same or inconsistent will accelerate the industrial development or slow down industrial development. There are still some parts that need to improve in the paper. First of all, the dynamic mechanism of the evolution of offshore oil and gas industry is attributed to the interest-driven mechanism, which remains to be further deepened. Secondly, due to the limited sample data, when this paper uses Logistic growth model to study empirically the development of Chinese offshore oil and gas industry, the evolution of offshore oil and gas industry inflection point may be questionable.
