R&D activities have drawn wide attention, including the type of activity, site selection, spatial disparities, and the relationship between regional innovation. R&D globalization in the context of market-oriented R&D activities, external technology is to engage in R&D activities of enterprise and organizations assembled in a new industry. R&D will be the main form through the different spatial organization of Shanghai R&D industry is divided into three types: government-led, through Cooperative type, self-organization type.On the base of that, further analysis to the location factor of enterprises'R&D institutions is made in the paper. The resulting analysis shows that enterprises attach great importance to the inter-sector collaboration, particularly the geographical proximity to headquarter and production base. Moreover, High Tech talent, land, regional policy and Infrastructure are important location factors for R&D. However, different types of enterprises are concerned with different factors.On this basis, the paper combined with interviews and case study research, industrial R&D space evolution of the Shanghai power system is analyzed. Analysis show that, Shanghai high-tech industrial policy, urban information level, location advantages and business choices, based on the level of industry, urban spatial transformation of the five forces to promote the evolution of the Shanghai R&D space industry.Both studies combining discovery Shanghai R&D industry not only in the specific context and evolution occurred and is embedded in a broader historical and cultural, institutional and geographical background, reflect the concentration-diffusion–and then gather space evolution, evolution direction due south due north from the southwest to the northeast turn and along this line continue to strengthen. in the same time, R&D industry not only with local industrial technology and systems environment interaction, but also outside the region national level and global level industrial technology and systems environment is a certain connection, follow the co-evolution law.
