The housing market, as an important part of our national economy, has an important effect on the development of Chinese economy and society. In recent years, the real estate industry becomes Chinese new economic growth point and hot spot of consumer. And the real estate industry consumer does the positive effect on expanding domestic demand and promoting economic growth. However, with the commercialization of the gradual deepening of the housing market, appear some negative problems in our country, such as the prices of housing market is too high, the burden of the residents'purchasing house is serious, and so on. On the effects of macro-environmental factors: political factors (P), economic factors (E), social factors (S) and policy effectiveness (T), analyze the level of housing security situation of Liaoning Province. From the political (P) factors, Liaoning province made certain achievements in housing security, while there is still a problem of the law's efficiency. Through the factors of price earnings ratio, housing supply and demand and other economic factors (E) analysis, reflect some problems ,such as the coverage of housing security in Liaoning Province is low, the difference between housing supply and housing demand is serious ,and so on. Population structure, rate of urbanization, the traditional three specific social factors (S) used to confirm the conclusions: a big gap in demand for housing security issue. Policy effectiveness factors (T), reflect the status of housing security and effective screening ability, this policy leads to a number of problems of moral hazard problems, and brings negative influences.With the purposes to analyze of the various the level of housing security in different cities of Liaoning province, combined with "PEST" analysis, establish Evaluation index system of housing security level. Using measures of principal component analyze the levels of housing security in different cities in Liaoning province, on the basis of the sorts of complex principal component; evaluate the level of housing security. Use the cluster methods to divided regional of the different level of housing security. Get the conclusions: the two cities, Dalian and Shenyang are in the first area, Panjin, Fuxin, Benxi three cities are on the third area, the rest cities of Liaoning province are on the second area.
