New-type Rural Old-age Pensions System is an important part of national pension system, it will play an important role in ensuring the interests of farmers, coordination of economic and social development, as well as alleviating social contradictions.Aging degree of China rural population is higher. Due to the influence of rural labor shortages and labor surplus phenomenon to farmers'incomes, residing at home has not been taken as a major mode for rural old-age pension. Therefore, further accelerating the construction of rural old-age pension system in our country has become a top priority. Old-age security for rural residents is one of the difficulties in the construction of social security system and it is also the weak points in Building a new socialist countryside.Implementation of New-type Rural Old-age Pensions System in Shouguang started in 2009, and had been listed one of top 19 pilot cities(counties) of national new farming insurance and become the only city in Weifang in November,2009. In the process of implementing the new pension system, we have accumulated a lot of valuable experiences, we also have some existing problems, such as ability inadequacy, low standard of fundamental annuities, inefficient help to extremely poor old people, lack of value-added space of fund, and etc, the above problems has serious influenced the healthy development of new-type rural old-age pension system. Aiming at ability inadequacy problem, Shouguang has also done a lot of adjusting work, such as strengthening coordination, supervision, improving importance degree, regulating office space, optimizing and reorganizing personnel, regulating administrative procedures, etc, the above measures in Shouguang has offered important help to the sustainable and healthy development of new-type rural old-age pension system here. In addition, we will continue to work hard, improve the system of deficiencies. First, revalue treatment design, improving peasant's enthusiasm in participating the pension system; Second, increase public financial support; Third, make full use of a variety of modes and widely publicize new-type rural old-age pension policy, so as to carry out this farmer-favorite policy deeply; Fourth, relevant fund management departments should actively explore new modes in revaluing various pension funds, and explore new investment field by using sorts of financial instruments.
