A Study On The Basic Pension Adjustment Policy For Retired Workers In Urban Enterprises

With the change of population structure and the deepening of aging degree in China,more and more serious pension problems have been presented in front of people.Endowment insurance treatment refers that through the issuance of pension and other economic means to the state protects the basic standard of living of employees after retirement,in order to solve the pension problem of workers and give material help.Since April 2017,the Ministry of Human and Social Affairs and the Ministry of Finance have jointly issued "Notice on the adjustment of the basic pension of retirees in 2017"([2017]30),China has adjusted to improve the pension benefits of retirees for 13 consecutive years.From 2005 to 2014,the increase rate of China's pension has been maintained over 10%.However,since 2016,the increase rate of pension was down to 6.5% for the first time.Generally speaking,the level of pension treatment,is linked with the local economic development level,the price level,the wage level and factors.Since the first adjustment of old-age pension in our country,the basic quality of life of some retirees has been guaranteed,at the same time,because of the influence of many factors,there are still many specific problems to be solved in the adjustment of pension treatment.These problems may be the problems of policy development itself,or they may be exposed in the process of policy implementation.We not only need to study the problem from the perspective of policy making,but also need to analyze the dilemma of old-age pension treatment adjustment in the implementation from the perspective of policy implementation.To some extent,exploring the exposed problems from the perspective of policy implementation may be more meaningful to improve the old-age pension treatment adjustment policy.On the basis of summarizing the domestic and foreign related literature material and the statistical data in this domain,this paper uses the literature research method to carry out the summary and the analysis to the present situation and the arising questions of pension insurance treatment adjustment aspect in our country and othercountries.By using the method of investigation and research,through the Bureau of Human Resources and Social Security of Xingtai City,we obtained the list of retired employees of enterprises in Xingtai in 2017,and randomly selected 200 retirees of different ages,different retirement years,different enterprises and different positions to conduct questionnaire survey,and the data obtained were collated.Through descriptive analysis,independent sample t-test,variance analysis and other related analysis methods,it is found that there are great differences in the satisfaction of some retired people about the pension increase in different groups.At the same time,in order to study the implementation of pension treatment adjustment policy in Xingtai in recent years,this paper compares and analyzes the price increase level and wage increase level of Xingtai city in recent years and the data of pension increase range through comparative method.Through comparative analysis and investigation analysis,it can be found that,there is a "one-size-fits-all" phenomenon of adjustment in the implementation of pension treatment adjustment,the replacement rate after pension adjustment is still low,the satisfaction of some special groups of retirees on the adjustment needs to be improved,and the pressure on revenue and expenditure of the pension insurance fund is excessively huge.This paper analyzes the reasons behind these problems,and puts forward that we should establish a more flexible pension treatment adjustment mechanism,grant more privileges to the local authorities,solve the problems of historical arrears and special group treatment,make a solid short account and increase financial support for social security and other policy recommendations.
