The Research On The Implementation Of The New Rural Social Endowment Insurance Pllicy Of Xinxiang City

After the reform and opening up, the farmer families face an unprecedentedchallenge that is how to help the old farmer spend their life. Since the1990s, the ruralsocial pension insurance has arisen. It has not been applied widely because oflimitations in system design. In order to improve the farmers’ life, our country haspushed new type rural social pension insurance. It is an important work for ourcountry social enterprise and it is also an inevitable requirement of building aharmonious socialist society.Until2009, it has begun in Xinxiang that to push the new type rural socialpension insurance. There are8counties in Xinxiang. And in July2011, all8countiesare the new national agriculture pilots and the new town’s pilots. However, in theprocess of implementing the new type rural social pension insurance, the author findsthat there are some problems in the work, such as protection level, insufficientprotection, lacking system connection, etc. all these seriously restricts the insurancebuilding in Xinxiang. In view of this, this paper will discuss deeply about thedevelopment of the rural social pension insurance in Xinxiang, the factors ofimpeding the progress of the insurance work, and put forward some countermeasureand advices. This article may play a positive role in building healthy new type ruralsocial pension insurance in Xinxiang.This Paper is divided into three sections, each section of the main contents is asfollows:The first section is chapter one. It is an introduction, the main background andthe aim on the paper. Introduced the present situation that researched in the home andabroad, compendium the relate theory of public policy implementation. At the sametime, this section gives out the keystone and difficulty of the paper. On this base, theresearch direction of this paper is brought forward.The second section includes chapter two and chapter three. Narrative the processof Xinxiang’s new type rural social pension insurance. By studying literature,interview and investigate, the current development situation of the Xinxiang’s insurance and the policy were discussed.The third section includes chapter four and chapter five. By introducing typicalforeign pension model and implementation experiences in our domestic different area,this paper researches the problems in the execution of the new type rural socialpension insurance in Xinxiang. Analysis the main factors of the insurance building.Finally, the author puts forward some suggestions for improvement.
