Resource-based City Land Utilization And Sustainable Development Research

The land is the foundation of human survival and present land quantity is stationary and the population, the increase in the demand for land has also increased, how in the limited land resource conditions and rational configuration of human production, life for land, the sustainable utilization of land resources guarantee and sustainable social and economic development, coordinate good land contradiction, is the major issue before us.As this study of urbanization and industrialization level Panzhihua advance, on the one hand, the rise of Panxi area economy for the sustainable utilization of urban land, has provided the favorable economic factors; On the other hand, low cost advancement's rapid economic growth to thoughts and superficiality behavior of land use structure is unreasonable, urban land ecological landscape values fall, and to give the land use sustainability pose a threat. So comprehensive analysis on the sustainable utilization of urban land natural, economic and social factors to evaluate the sustainable utilization ability, analyzes the influential barrier factor of sustainable use of land and urban sustainable development model proposed, it has important strategic value and practical significance.This article first expounds the connotation of resources city sustainable land use ability at home and abroad study progress and the related theory, from how to improve ability of resources sustainable utilization of urban land on the purpose of the land, the comprehensive the FAO puts forward sustainability evaluation standard and the concept of sustainable development ability, put forward the resource-based cities sustainable land use ability concept. Using sustainable development, sustainable land use system evaluation related theory, the establishment of a "criterion layer - index layer - measures layer" structure of urban sustainable land use evaluation index system, from the ability to support economic support, resources and environment, social acceptability and public policy support in four aspects in 2005-2010 for Panzhihua urban sustainable land use ability gives a qualitative and quantitative evaluation, and obtain the sustainable ability gradually enhanced conclusion. And based on the land use obstacle factors, the paper aims to Panzhihua maintain sustainable land use strategic countermeasures.
