The Strategy Research And Analysis Of Industrial Transformation Of Panzhihua From Sustainable Development Aspect

Resource-based city prospers on the basis of natural resources exploitation, and the developments of these cities are also closely related to resources exploitation. Since the founding of the People’s Republic of China, these resource-based cities which were always the important exporters of energy had been the strong and effective guarantees for the socialist construction of modernization of China with their rich resources. With the development of social economy, many economic problems have arisen gradually since 1980s. The main performances are such as:single industrial, resources destruction exploitation, environment pollution, passive economy, rising unemployment and rocketing crime. So it is urgent for the resource-based cities to push economic transformation. Because the resource-based cities distribute wide and vary greatly, the practical difficulties and problems of these cities facing during economy transformation vary greatly. In this paper, Panzhihua was chosen as the sample to study which was a typical resource-based city and was desired to transform by Chinese government, and how to realize the industrial transformation and sustainable development of Panzhihua was studied in this paper at the same time.The theories of regional economics, sustainable development and scientific development concepts were applied in this paper. On the basis of definition of resource-based city, the existing problems and next developing direction of sustainable development were researched with the means of investigation, comparasion, example analysis, multiple point argument. The paper can be divided into three parts.In first part, the development status of resource-base cities and existing problems such as single industrial, heavy-industry-dominated economy mode, disproportionate ratio of tertiary industries were analyzed. Once the natural resources is exhausted or worldwide economic crisis breaks out, the economy of resource-based cities will get a blow with the problems of rising unemployment, drifting of workforce and environment expense. All of these will threat the social steady of resource-based cities.The mean of example analysis was utilized to panzhihua in second part which was typical and desired to transform urgently by government. Surveying the economic development of panzhihua and analyzing its economy, society, environment and natural resources, it can be included that panzhihua has the ability to develop sustainably.It is a scientific decision-making period from raising industrial transformation to making sure the directions, policies and methods of transformation, and it must start with many facets, for example practical foundation, financial guarantee, economical structural transformation and regional distribution. Firstly, each industry has its own life cycle including the resource-based industry. So if the resource-based industry of resource-based cities grows freely, it must face the danger of exhausted resource. To solve this problem, this kind of cities must have the right choice for its substitute industries or alternative industries according to actual objective conditions (varieties of belonging resources, location of the city, reservation of resources and environment load capacity of the city) to get new motion of development for successful economic transformation during the ascendant period or the highest point of the cycle life just as Panzhihua is in. Secondly, the scientific and objective evaluation and analysis were made about solving the bottleneck, improving inhabitation environment, dissolving social contradiction on the basis of properties of resource-based cities after the transformation direction and alternative industries were determined. Lastly, government as the main part of economic transformation should adopt and amend tax policy, make financial support schemes, introduce and train talents to make sure the relating areas can get sufficient policy support and plenty of fund such as financial and taxation area, development and reform area, and banking area for successful economic transformation.
