As China's economic grows steady, energy demands will increase continuously. According to our resources'characteristics:"rich in coal, oil-poor, less gas," China has developed a energy development strategy: energy supply basically base on the domestic and import appropriately in a long term. In "Eleventh Five-Year" period, Inner Mongolia's coal, electricity, oil and gas industry will face a very good development environment, especially coal and electric power transmission will grow rapidly. With the development of power industry in Inner Mongolia Autonomous Region, The related products services in the power industry will face a high-speed growth cycle in certain, large capacity, long distance, high voltage transmission lines become more, load tower become larger, the development of ultra-high grid is an inevitable trend, was an inevitable development trend of high voltage power grid, the demand of tower will increase more.This paper first discusses the basic principles of project planning and project planning methods analyzed the external conditions within the grasp of the methods and conditions of the project certain way. Transmission line tower production base for project design, focused on the analysis of market demand and supply, construction scale and product plan, site options, project technical design studies, environmental design, organizational and human resources programs, project implementation schedule, investment and financial package and so on. This paper make a comprehensive evaluation empirical research about tower production base program, and study the evaluation index system of this program, then analysis the various indicators, finally the use of fuzzy comprehensive evaluation method of tower base program project empirical study of fuzzy comprehensive evaluation.
