This text is designed to put speculative knowledge of Balanced Score Card into use,to explore establishment of a objective scientific evalution system which adapts to Fangda Special Steel Company in the new ecnomy backgroud,to improve hunman resource management,and to improve their market competitiveness,to achieve corporate strategic goals.This is an applied theory article,by analysis of Fangda Special Steel Company performance management currently development requirements of corporate strategy and the usage of Balanced Score Card in company performance management is necessary and feasible,establish Fangda Special Steel Company performance evaluation system which based on the Balanced Score Card,and proposed the implementation of the system to ensure management measures,hope to build up the Balanced Score Card evaluation system for iron and steel enterprises have some reference.This artcle is devided into 6 chapters structurally.The first chapter introduces the purpose of article,content and technical route.The second chapter introduces some theories about Performance Management,centers on describing the Balanced Score Card of core idea and 4 main aspects and so on.The third chapter comprehensively describes the Fangda Special Steel Company performance evaluation status,discusses the opportunities and threats facing enterprises,their strengths and weaknesses,analysis of main problems at Performance Management currently.The fourth chapter is the focal point of full text. The design is based on the Fangda Special Steel Company performance evaluation system. It breaks business strategy up layer by layer to find company level,department level,individual-level KPI,connects with weight index and evaluation program,the establishment based on the Balanced Score Card of company performance evaluation system. The fifth chapter describes Balanced Score Card system taken in the company to implement security communication, adjustment and evaluation of a series of measures.The sixth chapter is a summary of the full text review and prospects.
