With the advent of knowledge economy, human resources management is rising to a high degree of strategic management. The performance management, including performance appraisal system,as an indispensable strategic management approach isincreasingly concerned by the majority of enterprises. The Balanced Score Card, the very popular new strategic management approach abroad, has been used by more and more domestic enterprises in the practices in recent years.This article with the Balanced Score Card in the Xinggang Mass Transit Railway Corporation's performance management is the research of the practical application to investigate how to use the Balanced Scorecard strategic management tool to improve the status of the company's current performance management. The subway operation's dual properties of the welfare of the public and the earnings of the operation causes the conflict of the profitability of the operation, public service and improving the social welfare level, so its performance management is unique for sure.Firstly, this article introduces a few basic concepts about strategic human resource management and performance and their relationship generally, compares and analyzes the currently popular theories of several performance management tools and methods, leads to the advantages and importance of the Balanced Score Card forstrategic human resource management, and then focus on four elements of the Balanced Score Card. Then this article describes the underground industry environment from the domesticindustry background and future development, makes the strategic analysisby the SWOT, establishes the long-term development strategy of the Xinggang Mass Transit Railway Corporation, introduces and analysises the status and problems of itsperformance management, points out the current problems, and summaries reasons. Then it analyzes the characteristics of the performance evaluation, from the basic idea, prerequisites, processes and other sides for designing the Balanced Score Card system of companies and branches, makes a few comments in the actualpractical implementation of the operational level, and improves it by feedback. Finally, it summarizes the content systematically and looks into the future based on thisresearch.
