The essay takes mobile communication network project construction implementation in the branch of China Unicom in A province as a research case, from the project manager's angle and the field, utilization the related theory and the method of the modern project management, according to the modern project management's content request, combining the characteristic of the communication network project, mainly through the discussion and the analysis to the cost management and the communication management in the process of project implementation.The paper has seven parts,the problem put forward and study content, idea, method introduction are introduced in Part1, The second part of this paper introduces the knowledge hierarchy of project management, the development and the trend of project management as well as the application status at home and abroad, and focuses on elaborate and analyze the project management theory in telecom enterprise, the third part introduces the general situation of project management in the branch of China Unicom in A province, the fourth part introducesthe effect of project management in the branch of China Unicom in A province,and points out the current problems,The fifth part puts forward corresponding countermeasures,The last part has summarizes what I have said in the last five parts, and puts forward some Suggestions as well.Through the analysis and research, I have preliminary discussed some ways and insufficient in project management in branch of China Unicom in A province, and aimed at the practical situation in communication enterprises, I supposed that the enterprise project management construction should have three key segments. They are the project manager training, the cost controling and the document management.Meanwhile, I put forward the following Suggestions, first, the project management of Telecom enterprise must face the business and face client, delivery the overall solutions which meet the client's needs. Second, set up a project manager culture as the core of the end-to-end project delivery system; Third, Accelerating the project management informationization and standardization of the management construction, improving the remote automation of the project delivery.
