In this paper, according to features that a lot of projects exist in technology teams of telecom enterprises currently, utilizing of the nature of the project management, "management is the management of personnel", it researches and analyzes the status quo of current domestic and international project performance evaluation management, combined with existing the performance evaluation index system and actual project work of certain telecom enterprise, digging characteristics of technique project teams, analyzes the three major elements of the project performance evaluation (appraisal cycle, appraisal personnel and appraisal methods), proposing performance appraisal method of "achievements + performances", establishes two-dimensional performance appraisal cycle and four-tier 360-degree feedback method of participated appraisal personnel, develops a unified project performance evaluation process, index and standards, builds a new more scientific, objective and targeted performance evaluation index system of technology project teams in telecom operators.Based on this, it gives actual performance evaluation adopting a new performance evaluation index system, analyzes the new performance evaluation results in contrast with the original performance evaluation points table, and advances response measures of performance evaluation errors according to advantages and disadvantages of the new project performance evaluation index system.
