Tax Services Platform Based On Cloud Computing For Research And Implementation

E-government services have been popular nowadays for all different levels of governments. There has been a consensus among different levels of governments that it is necessary to utilize information technology into better serving social development, benefiting the public, improving people's livelihood. On the National Taxing Conference (2009),one decision has been made clearly that taxing service, tax collection and governance are the core businesses for Tax Authorities. For Tax Authorities, they all know very well that their task is to provide the taxpayers an efficient and high-quality taxing service.However, there are still some deficiencies in the current system of taxing services, which could mainly be manifested by two aspects:the weakness of information service and the high cost of Taxing for both Tax collector and taxpayer. In order to provide taxpayer a diversified, personalized and efficient service, and to promote resource utilization, the establishment of a unified and expansive taxing service System must be undertaken. The system is not only going along with social and economic development, but also being in line with the fundamental interests of taxpayers. This system is just like National Inter-bank Information System, which is a platform of information for both National Tax Authority and local Tax Authorities.Even there are some obstacles in the establishment of the system, Cloud Computing Technology is much helpful to solve these problems. Cloud Computing could make scattered infrastructures virtualized and absorb all them onto Cloud Computing Platform. According to SOA, different applied systems could meet the different needs of applications, which can be quickly deployed to the service platform. If done so, both taxpayers and tax authorities can access service platform in many ways to enjoy diversified and personalized services.This essay describes Cloud Computing-based taxing service platform designed to implement programs and functions, and explains the processes of practices based on Eucalyptus, WebLogic Server and MongoDB.The main contents of this essay are follows:1. The status of informatization of tax service and cloud computing studies.2. Based on cloud computing tax services platform framework and implementation plan.3. Finishing the main function of tax administration archives subsystem of tax service system design and development.4. Using Ubuntu Enterprise Cloud (UES) build private Cloud platform and deploy the tax administration archives subsystem.5. Tax administration archives subsystem test, test results show that the application system based on cloud computing in the system response speed, reading and writing data speed is very good, especially in the cases of high concurrent or large amount of data.
