Research On Evaluation Of Comprehensive Competitiveness About The National Scientific And Technological Business Incubator In Jiangsu Province

With the implementation of the strategic program of "innovative country", independent innovation carried out through the creation, dissemination and application of knowledge has become a key driving force to promote China’s economic development. Science and technology enterprises are the main force in China to promote innovation. Development of technology companies, especially the development and expansion of science and technology small and medium-sized enterprise, has important strategic significance for the development of China’s high-tech industry. As the cradle of Innovation-oriented enterprises and entrepreneurs and a bridge connecting the source of knowledge innovation and high-tech industries, while, science and technology business incubator has become the key to enhance the capability of independent innovation of science and technology in China and a powerful force to promote the development of science and technology small and medium-sized enterprise. Therefore, it is very important and urgent to understand and evaluate the status quo of China’s technology business incubators correctly and reasonably and to find out the factors restricting the development of the innovation ability and service ability of the Incubator and to make targeted recommendations and countermeasures.This article has carried on the thorough evaluation of comprehensive competitiveness of the national science and technology business incubators in Jiangsu Province which based on the data envelopment analysis method and the factor analysis method. The first, I find the evaluation method of comprehensive competitiveness of the incubators is single and evaluation content is narrow and the concept of evaluation do not keep pace with the times while I review and analyze the present situation of the research on the comprehensive competitiveness of the incubator at home and abroad. It provides a new train of thought for the research of this paper. The second, in order to make the research more practical and solve some current problems of incubator in a more targeted way, this article takes 65 national science and technology business incubators in Jiangsu province as the sample to conduct a evaluation and analysis of comprehensive competitiveness. I understand the development situation of each incubator based on the data envelopment analysis method and find that the input-output efficiency is bad. It roots in the internal structure and function of the incubator, the error resources investing, industry structure and layout. The third, in order to analyze deep-seated reasons of low efficiency of incubator, I establish the evaluation index system and expand the depth evaluation of comprehensive competitiveness of 65 national technology business incubator of Jiangsu province through the factor analysis method. Overall, the competitiveness of the most national science and technology business incubators is not high at present. The fourth, I analyze the factors that restrict the promotion of the comprehensive competitiveness of incubator in the two-dimensional level of the endogenous function and explicit ability to provide the basis for the development of science and improvement measures. The fifth, I put forward relevant suggestions and measures in view of the low efficiency problems of the incubator of national science and technology business in Jiangsu province and factors which restrict its improvements of comprehensive competitiveness.
