A Research On Speeding Up The Process Of Urbanization In Anhui

Urbanization is an inevitable path of economic and social development. It refers to the process which includes population aggregation to the city, expansion of urban scale and a series of economic and social change resulted from above. The essence of urbanization is modernization of lifestyle and production technology which represents an the variance course from urban-rural dual structure to urban-rural integration about allocation of production factor, industrial structure, income, planning and construction of residential, social civilization,etc. Seeing from the perspective of resource-distribution, urbanization is a process in which various resources first accumulate in cities and towns, and then spill over into the countryside; seeing from the perspective of industrial structure, urbanization turns over the traditional industrial structure, making the third sector the largest one and the first sector the smallest. It is also a process in which technologies are upgraded; the rural-urban income gap is narrowed during urbanization; urbanization also turns the surplus labors in agriculture into workers in cities and towns. It spreads the modern civilization into the countryside; Urbanization adjusts the way in which people organize the spatial structure of their producing and living activities, according to the requirements of the time; it also demonstrates itself through the innovations in various systems such as household registration system, social insurance system, public service provision system, employment system and rural-urban exchange system.For China, a country with typical urban-rural dual structure, urbanization is very important. There are three aspects about research background. First, China economics has changed from the outward to the inward-oriented, which accelerates the urbanization process, to a large extent, to solve the problem of the source of economic growth, and can greatly reduce regional disparities and urban-rural gap. Second, as one of the six central provinces of Anhui province, Anhui must join the Yangtze River Delta Economic vastly for the realization of economic rise, and only to speed up urban construction, we will successfully undertake industrial shift. Third, most of the studies of the path of Urbanization focus on the world or more macro research, which lack of inter-provincial views. There are many provinces in China, so it is very significant to study the provinces of urbanization in China to promote the development of urbanization.This paper attempts to analysis the situation of Anhui province in a comprehensive and system angel, it then discuss the urbanization. Chapter 1 of this paper put forward the research necessity and significance, pointing that the urbanization is the inevitable trends of economic and social development. Chapter 2 put forward the theory about urbanization on the theory, for example, defined concepts. It is focusing on analysis of urban development theory and urbanization theory for the strategy in speeding up the process of urbanization in Anhui province. Chapter 3 put forward empirical analysis of the situation, problems and the main constraints of urbanization of Anhui province. Chapter 4 examines the aims, the approaches as well as the strategies of the urbanization of Anhui province, based on the analyses of the regional characteristics of the province. It divides the province into five macro-regions. They are, from north to south, North-Huai region, Along-Huai region, Jiang-Huai region, Along-Jiang region and Huizhou region. Chapter 5 proposes the ways to speed up urbanization and some basic policies. The key point of the urbanization in North-Huai region is to address the "three dimensional rural" issues. The urbanization of Along-Huai region bases on the full management of the Huai River. High education serves as the motivation of the urbanization in Jiang-Huai region. Accepting the transferring of some outdated sectors from the Yangzi delta is an opportunity for the Along-Jiang region. Tourism could serve as a tool for the urbanization in Huizhou region. Chapter Six is the conclusion of the whole paper.
