With the rapid development of the economy in China, the residents living standards is improving gradually, and the food nutrition structure is improved. The dairy with high nutritional value gradually become essential. Dairy consumption rising promotes the rapid development of dairy industry in China. However, the dairy industry in China, entering the sustained and rapid development track, still have a long distance to the developed countries. In order to realize the dairy industry leaping development in China, and boosting the national economic development, it is necessary to raise residents dairy consumption level actively to promoting the production. Therefore, it is urgent to increase the dairy consumption level of rural and urban residents.The urban dairy consumption level is faltering, plus poor rural market development and the dairy accidents, which has become the binding constraint of Chinese dairy industry. On the basis of study of the scholars at home and abroad, this paper analyzes China's dairy consumption, combined with the theory of economics, which help us further understanding of the current status. China's dual structure and unbalanced regional economic development makes urban and rural show differences in dairy consumption level. From 2000 to 2009, per capita dairy consumption in urban was significantly higher than in rural areas, but the gap between urban and rural areas has been gradually narrowing. The figures show that urban residents increase the demand for fresh milk and yogurt consumption, while demand for milk powder is declining. Compared with that dairy consumption among different income groups of urban residents, we found the level of middle-income households is closest to the national per capita consumption level of urban households.Based on the comparative analysis above, the paper analyzes factors of the residents dairy consumption comprehensively, and selects some factors to estimate the consumption elasticity, applying the combination of qualitative and quantitative methods. in the analysis of influential Dairy consumption factors, the article uses double logarithmic model with the ridge regression estimates to research the elasticity of urban and rural residents respectively, which refers to the income elasticity, the impact elasticity of previous period consumption, the price elasticity and cross price elasticity. Finally, the paper proposes the corresponding measures to expand the dairy consumption level, mainly in government, dairy processing enterprises, industry associations and consumers, which should make efforts to improve China's dairy consumption constantly for ameliorating the current situation.
