A Study On The Development Degree Of Dairy Products Market And Food Safety Regulation In Western China

Under the background of supply-side structural reform,it is very important to do food safety regulation in dairy industry.This requires a full understanding to the development degree of dairy products market in the western region,on this basis,food safety issues are subject to targeted regulation.Based on the sample data of the supply,demand and regulation of dairy products in the western region,this paper constructs the index system of the three and uses the standard score method to deal with the related indicators.It draws out the mode of dairy products regulation through comprehensive analysis and put forward relevant policy recommendations.The main contents of this paper are as follows: firstly,the research progress of food safety regulation in China is combed,and the research problems are refined as the starting point of analysis.Then the information asymmetry theory and regulation theory are analyzed,and the corresponding index system is constructed from two dimensions mainly: market development degree(dairy products supply and demand)and food safety regulation.Among them,it reflects dairy products supply from the dairy production,processing,circulation,wholesale and retail levels of four levels,and reflects dairy products demand from the consumption structure(urban and rural),degree of social organization development and public participation in three levels,and describes dairy products regulation from three levels: human resources,financial security and investigation and punishment of food cases.Through the analysis of the index system,the mode of dairy products regulation in the western region is condensed.The main conclusions of the study are as follows: The supply level of dairy products is relatively high in chongqing,shanxi,gansu,qinghai and ningxia Province,the supply level of dairy products is low in sichuan,guizhou,yunnan,xizang and xinjiang Province.The demand level of dairy products is relatively high in Chongqing,Sichuan,Xizang,Shanxi,Gansu and Ningxia Province,the demand level of dairy products is low in Guizhou,Yunnan and Xinjiang Province,the demand level of dairy products in Qinghai Province swings up and down.The regulation level of dairy products is relatively high in Xizang,Gansu,Qinghai and Ningxia Province,the regulation level of dairy products is low in Chongqing,Sichuan,Guizhou,Yunnan,Shanxi and Xinjiang Province.It belongs to the strong regulation type with good market quality in Xizang,Gansu,Qinghai and Ningxia Province.It belongs to the strong regulation type with good market quality in Xizang,Gansu,Qinghai and Ningxia Province,it belongs to the weak regulation type with good market quality in Chongqing,Sichuan and Shanxi Province,it belongs to the weak regulation type with market backwardness in Guizhou,Yunnan and Xinjiang Province.Furthermore,in a dynamic point of view these regulatory modes are relatively stable and the type of mode is converging.To this end,the article puts forward the following countermeasures and suggestions: The government should actively guide the dairy products industry to be bigger and stronger and strengthen the development of logistics industry.It may improve the consumption level of dairy products and strengthen the economic function of social organization.It is necessay to improve the regulation level of dairy products in the western region.Finally,it establishs food safety regulatory institution at the national level across administrative regions.This paper may contribute to the following aspects:(1)When analyzing the regulation of dairy products,based on the development degree of dairy products market in western region,this paper adopts the framework of "market development degree-regulation" and constructs the index system from the three aspects of dairy products supply,demand and regulation to carry on the systematic and comprehensive analysis.And it tries to use the data of dairy products supply,demand and regulation as the support to make the research more convincing.(2)Breaking through the limitation of using cross-section data as sample in existing literature,it tries to use panel data as the sample to dynamically reflect the changes of dairy products regulation in western provinces,which lays a foundation for the formulation of long-term food safety regulation policies.(3)Through the systematic analysis of the supply,demand and regulation of dairy products in the western region,Finally,the mode of dairy products regulation in western region is condensed,and the law of evolution in different modes is found,which provides support for the establishment of food safety regulatory institutions at the regional level.
