The Research On The Transition Of Economic Growth Pattern In Xinjiang

The quality and speed of a country or a region's economic development directly impacts on the country (or region) of the overall strength and people's living standards, while the change in the pattern of economic development is directly related to the quality and sustainability of economic development. Xinjiang is China's major western development region, but also the strategy of the western bridgehead. In recent years, Xinjiang's economic development has made remarkable achievements. But with the economic expansion and rapid economic growth, environmental damage, waste of resources, low productivity and other issues in the economic development have restricted the economic development of Xinjiang. Therefore, the transition of the mode of economic development in Xinjiang has become a problem to be solved in the process of economic development.Based on the reality of the Xinjiang's development, this paper utilizes the scientific development concept, takes 1996-2009 years'statistical data as the basis, the method unifies the method of the qualitative analysis, quantitative analysis, canonical parse and the empirical analysis. This paper studies the transformation question of Xinjiang economic growth pattern thoroughly. First, based on summaried the definition between economic growth and economic development,the mode of economic growthand the mode of economic development and related theories, it meticulously analyses the main restrictive factors in the the process of transitting the mode of economic development including that the economic system, economic development, technological progress, economic structure, government and education. Then, it reviews the history about the economic development of Xinjiang, and analyes the status of Xinjiang's economic development and the transition of the Xinjiang's economic development mode. The technological progress has improved contribution to economic development. The capital, labor,and other actor productivity has significantly improved and the three industries have improved significantly. Fourth, according to a comprehensive emprehensive empirical analysis about the transformation of the mode of economic development of Xinjiang's economic development indicator system, it turns out that the current mode of economic development in Xinjiang is extensive, and less investment-driven development type of economic development. The extent of its transformation is between "lighter moderate" and "moderately high ", the moderate change is not yet complete. It also analyses some problems on the existence of such economic development in Xinjiang. Fifth, it analyses the necessary of changing the mode of economic development and the reality of obstacles in Xinjiang. It includes the shackles of ideological concepts, the imbalance between the industrial structure, institutional problems, lack of human capital development and technological development lags behind.Finally, it sum up the experience about the transformation of the mode of economic development from the foreign developed country, in order to find the enlightenment for changing the mode of economic development of Xinjiang in China. Based on the analysis of the prombles and obstacles in the mode of economic development in Xinjiang, this dissertation puts forward some recommendations to push the turansition of the mode of economic development in Xinjiang.Based on the analysis concluded, it reached the following conclusion. First of all, According to being constructed by the transformation of the mode of economic development indicator system, it determine the current mode of economic development in Xinjiang is extensive, and less investment-driven development-type, level of economic development patterns are between "Moderate partial light " and " moderate high ",the moderate change is not yet complete. Meanwhile, there are the following series of problems in Xinjiang's economic development approach,:a large amount of fixed asset investment, high growth, low investment efficiency; rapid economic growth and coexistence of high energy consumption; economic development in the increasingly high emissions and high pollution Serious; financial expenditure in the GDP, the proportion of science, education costs low, R & D investment in low proportion; high investment rate, consumption rate is low and so on. Secondly, the analysis of domestic and regional economic development pattern developed the experience to get to change the mode of economic development in Xinjiang Revelation:full market competition mechanism is the basis for the development of optimization methods. The effective government regulation is the way to optimize the development of protection. The attach great importance Optimization of technological progress is the fundamental driving force for development mode. The export-oriented economic development is a necessary condition for optimal development mode.
