Along with our country's market economy gradually deepening and development, the power system began reform and standards, the electric power industry's natural monopoly position had been challenged, the electric power enterprise also enter the marketization of the incentive competition environment, its management style has become guarantee the electric power enterprise efficiency, orderly operation of the base, and the electric power enterprise top management (referred to as executives) performance for enterprises whether a high level of business performance who plays a vital role. So, for the electric power enterprise executives of performance evaluation is the core of the modern enterprise management strategic development.Although performance evaluation system and method of predecessors had so much research, but the actual performance evaluation can not real reaction executives performance situation in various trades and departments. Based on the particularity of the electric power enterprise, taking the electric power enterprise executives as the research object, the performance evaluation index system is studied, in order to construct the electric power enterprise executives performance evaluation index system.This paper reviewed the related theory of performance evaluation theory,reviews the development of executive performance evaluation on different sectors and different industries of performance evaluation related literature, analyzes the influence electric power enterprise performance evaluation of internal and external factors and the electric power enterprise executives evaluating status and existing problems. Basis on this, according to the principle of performance evaluation, from financial dimensions, customer market dimensions, internal operating dimensions and social benefits dimension this four dimensions comprehensive building a suitable performance evaluation index system for power enterprise executives. The whole text is divided into six chapters. It is respectively:The first chapter is the introduction of the problem put forward and account for research significance, the related literature at home and abroad were reviewed these summarizes for this article, while the review related concept is defined as a basis to illustrate the research perspectives and methods, the research scope and basic frame and the innovation of this paper place. The second chapter in this paper is theoretical basis. This part describes present application a wide range of performance evaluation related methods, including the balanced scorecard, key performance index method, target administration,360-degree performance evaluation method and performance distribution method.The third chapter is about the factors, procedures, contents of power enterprise executives performance evaluation. Through the electric power enterprise executives, summarizes the particularity of analysis that influence electric power enterprise executives performance evaluation of internal and external factors. In considering the internal and external factors affecting more than under the condition of the subject of performance evaluation, from target, object, content, four aspects to determine the program, performance evaluation index system for building the chapters lay the foundation.The fourth chapter for this article core section and a comprehensive considerations optional index choosing, and on the basis of performance evaluation index system is designed.From a financial dimensions, customer market dimensions,internal operating dimension, the social benefit dimension this four dimensions to electric power enterprise executives of performance assessment, pay attention to the financial indicators and non-financial indicators union, long term evaluation index and short-term evaluation index of the union, accounting index and market indexes, a single index and the combination of the combination of comprehensive index. While the index of these four dimensions, subdividing constructed optional index system, and through the correlation screening for index, eventually got effective performance evaluation index system, and based on the dimension analytic hierarchy process to weight distribution of indexes.The fifth chapter as a case in NW company makes an empirical analysis. To design the reasonable and perfect the electric power enterprise executives performance evaluation index system, this paper on the basis of theoretical analysis and empirical research. Through the data gathering and finishing and expert investigation interview, through the correlation coefficient to screening optional index to identify effective index system, and give weight distribution, eventually got financial dimensions, customer market dimensions, internal operating dimensions and social benefits dimension of performance evaluation score, through the weighted concluded that the executives after the final results of performance evaluation, and analyzed using.The sixth chapter basically is the breakthrough and paper are the further research in paper. Firstly, this paper briefly reviews the research content, then points out the performance evaluation results will executives incentive and applied research further salary design is the problem.In the current rapid development of market environment, to establish an effective and scientific power enterprise executives performance evaluation index system, play the supervision, performance evaluation and incentive effect fully mining executives and working enthusiasm, the potential for the reform and development of the electric power enterprise bring new momentum.
