A Study Of Higher Education Development Strategy By Beihai & Qinzhou In The Construction Of North Bay Economic Zone

With the continual development of construction between China and ASEAN Free-Trade Area(AFTA), Beihai and Qinzhou, as the coastal leading cities, are upgrading developing Guangxi North Bay Economic Zone, China- ASEAN "one axis two wings" and a Beibu Gulf regional economic cooperation strategy, which will be a great contribution to Guangxi North Bay Economic Zone for its opening and developing.From the point of Guangxi higher education development, most colleges and universities are located in inland cities. Though in an extremely important development strategic position, Beihai and Qinzhou are unable to support North Bay economic construction with sufficient brains and technology, which are not on a parallel with its important role. The unreasonable distribution of colleges and universities in Guangxi also adds constraints on its rapid development of higher education. With these advantages in geography, natural environment, city function, opening policy, industrial developing, city well-knownness, and comprehensive competence, Beihai and Qinzhou are the ideal cities to develop higher education. Therefore, according to the draft plan—11th five-year economic plan set by Guangxi higher schools, it is of vital importance to speed up the construction of higher education in Beihai, Qinzhou, to further open up the scale of higher education, and to enhance the overall strength of higher education so as to make Beihai Qinzhou a promising star in Guangxi higher education, with a result of forming a reasonable layout of Guangxi universities:northern—Guilin, central-Nanning, southern—Beihai, Qinzhou, as well to optimize the educational structure and improve the development of Guangxi higher education. For this reason, it is a necessary choice for Guangxi higher education to create conditions, seize opportunities, expedite development, and turn huge population pressure of Guangxi to human resource advantage, in a hope of supporting the social development in regional economic and realizing rich civilization, harmony and stability around southern border.
