In the era of knowledge economy, higher education has a closer relationship with social and economic development. It is becoming the development engine for economy, with walking up to the center from the brink of the society, science and technology. It is a basic policy for China's government that giving persistent high priority to education and deeply implementing the"strategy of science and education to prosper the nation"and the"strategy of talents to strengthen the nation". As a big agricultural country, Hebei Province has much agricultural population. Facing the intense competition of talent, how to play the role of education and change the population into talents is important to Hebei Province.This thesis, on the basis of the theory about education to economic growth and economic development, analyses the relationship between higher education and economic development. First, this paper calculates the level of higher education of Hebei Province with factor analysis method; then, it uses Malmquist index to analysis the allocation of resources in Hebei higher education. By using multiple regression method the paper obtains the contribution rate of higher education to economic growth, and studies the function of higher education to economic development; because economic development includes not only economic growth but also the structure and employment changes, the paper uses gray system theory to analyse the problem between higher education and industrial structure, employment structure. Finally the paper proposes policies and suggestions about how to develop the higher education and mutual coordination between higher education and economic development.
