The Study On The Transfer Path Of Rural Surplus Labor In Gansu Province

The transfer of rural surplus labor has emerged as an inevitable phenomenon with the socio-economic development, it was a fundamenta l way to solve the "three rural" p roblems, and tobuild comprehensively a moderately prosperous society. On the current overa ll situation inGansu Province, there have a larger number of rural surplus labor, a genera lly lower culturalquality and a different situation for the surplus labor in various regions, an effective migrationpath becoming very important. Therefore, this article ma inly discuss the following aspects:(1)In this paper, searching the relevant domest ic and internationa l theory and researchprogress to expla in the background and meaning for the transfer of rural surplus labor, andsumma rized the relevant theor ies and models for the transfer of rural surplus labor.(2) Depict ing the current character ist ics of rural surplus labor for Gansu Province, using aspecific mathematica l method measured the amount of the current surplus labor, predict ing theamount of surplus labor in the next few years with the regression analysis, we can see, GansuProvince have a larger number of rural surplus labor and show an upward trend. On therema ining areas of distribution, ma inly in Qingyang, Longnan, Dingxi, Tianshui, Pingliang areas.(3)The ma inly reasons on the larger number of rural surplus labor in Gansu Province arefollowing: First, raising the level of agricultural moderniza tion. This article conduct theregression analysis between the rural surplus labor and the level of agricultural moderniza tion, tofind there have a significant nega tive correla tion. In other words, the higher level of agriculturalmoderniza tion has isola ted the larger number of rural surplus labor. Second, the lower peasantculture quality and the traditiona l concepts. In 2008,junior high education level and loweraccounted for 76.86% in rural surplus labor for Gansu Province, the lower culture quality todifficult meet the needs of moderniza tion, lead ing further surplus labor. Third, the lower level ofurbaniza tion and the higher employment pressure. Similarly, the article conduct the regressionanalysis between the rural surplus labor and the level of urbaniza tion, find ing there have apositive correla tion. In other words, a higher level of urbaniza tion will absorb the part of ruralsurplus labor force, but the lower level of urbaniza tion for Gansu Province has limited absorbingsurplus labor.(4)Through the analysis of cost-benefit for surplus labor in loca l, off-site transfer andestablish the cost-benefit model, and use three parameters: The level of economic development inrural areas, The advantage of rural natural resources, The number of rural surplus labor, to makestrategic positioning for the transfer path of various regions of Gansu Province. Among this,Jiayuguan, Zhangye, Jinchang, J i uquan,Gannan can take place the mode of loca l transfer;Lanzhou, Wuwei, Baiyin, Linxia can take place the mode of loca l and off-site transfer; Tianshui,Pingliang, Qingyang, Dingxi, Longnan can take place the mode of off-site transfer, however, inthis way, the government need to strengthen the dominant position of the transfer process.(5)Finally, raising the effective countermeasures to promote the transfer of surplus labor:Speeding up the level of urbaniza tion development; Co-ordinating mechanism for urban and rural employment; Accelerating the process for rural industria liza tion.
