Employment is concerning about people’s livelihood and is a security policy of our country, which had already become a consensus. Employment is not only an important economic problem, but also an important social problem. The realization of full employment does matters o the social and economic safe operation and healthy development. With the rapid development of the industrialization and urbanization of Shanghai City, the suburban’s performance has also attracted people’s attention. However, with the area of cultivated land is decreasing, agricultural labor productivity keeps low, and the working population is increasing, all those directly result in a labor force surplus. In order to accomplish the transfer of farmers to the two or three industry as soon as possible, the Shanghai government promulgated a series of policies and measures to promote the farmer non-agriculture employment, governments at all levels in the suburbs also accumulated wealthy practical experience. This paper mainly study the practice of Songjiang government in solving the problems of farmers during the process of employment, summarized the Songjiang experience, put forward the improvement proposal.The research object of this paper is the surplus rural labor force shifting paths.flrstly the background and theoretical basis of this paper is introduced, following with the research of the significance of rural surplus labor force shifting paths. Then it describes the present situation of the transfer of rural surplus labor force in big city of our country, put forward four kinds of different paths. After investigating the path choice of Songjiang, which has made amazing results in area of development and labor force urbanization transfer, separately from the three dimensions of industry paths, space paths and public service paths of Songjiang described. The next chapter is about the employment-promote policy of developed countries. Finally, by analyzing Songjiang practice experience comes to a conclusion of farmer employment problems in Songjiang and puts forward improvement suggestions.
