Industry cluster core is a high degree of concentration in certain space within theindustry, this form of organization to reduce production costs in the cluster to improvethe enconomies of scale and economies of scope to improve the marketcompetitiveness of the industries and enterprises. However, with the development ofindustrial clusters, the risk of the cluster can not be ignored. Industrial cluster crisiswill lead to industy-stand breaks, business failures, a large number of unemployedlabor and huge financial losses and other serious consequences, so set up a fullscientific risk assessment of industrial clusters early waring system of risk to ensurethe safe development of industrial clusters extremely important significance.At present, the risk of industrial clusters has remained mostly the level ofqualitative analysis, it is difficult to make more accurate judgments of the strength ofthe strength of the cluster risk. Secondly, the risk evaluation of industrial clusters withfuzzy characteristics, a simple qualitative analysis can not meet the analysisrequirement, therefore, must be combined with quantitative analysis, use can handlethe fuzziness index evaluation model in order to make an on objective judgement onthe risk of industrial cluster.This paper first discussed the Theoretical Research on the risk of industrialclusters and industrial clusters. Secondly, the analysis of the risk of industrial clusters,by the definition of industrial clusters and industrial clusters, the concept of risk, thedivision of the type and life cycle of the industrial clusters, and ultimately the riskmatrix of the industry cluster. Third, the use of fuzzy comprehensive evaluation method to establish the model of evaluation of the risk of industrial clusters, and theuse of entropy theory objective assignment of weights for each index, to make themodel more objective and scientific evaluation of risks. Fourth, based on field researchbased on the machine tool enterprises in Baoji City, using the evaluation model to anempirical study on the risk of the machine tool industry cluster in Baoji city. Theresults show that the Baoji Machine Tool industry clusters in general the overall levelof risk, more consistent with the actual survey results, countermeasures, and so theresults of the machine tool industry cluster in the development of Baoji City, targetedthe development of advice for the Baoji City safe and efficient operation of themachine tool industry clusters has provided a guarantee, with a strong practicalsignificance.
