With Guangxi Beibu Gulf Economic Zone became an important component of the national development strategy of opening, regional government attaches great importance to all aspects of its development. The goal is building Guangxi Beibu Gulf Economic Zone into the China’s economic growth in the fourth. In this development environment, urbanization and industrialization of Guangxi Beibu Gulf Economic Zone has improved continuously, needs of talent is increasing. Effective development and integration of human resources is a key ring of Guangxi Beibu Gulf Economic Zone growth in China’s coastal region. Unreasonable of personnel structure and shortage of talent will be unfavorable factors to restricting Guangxi Beibu Gulf Economic Zone to accelerate the pace of development.Based on the theories of regional economic disparities, human resource development, human resource optimization and sustainable development, analysis current situation of human resources in Guangxi Beibu Gulf Economic Zone from the natural, social, economic structure; analysis changes of human resources in Guangxi Beibu Gulf Economic Zone from the perspective of time and space; using correlation analysis method to analyze the distribution of the industry, in order to evaluate the configuration status of the Guangxi Beibu Gulf Economic Zone. The results show: Guangxi Beibu Gulf Economic Zone exist too few amount of human resources and overall quality is not high; exist a situation on time growth and space gathering uncoordinated; exist the labor force free flow between the rural and urban,inter-industry still limited by policy, industry development; exist the conflict among a part of labor force cannot enter the community to achieve jobs and the industry need the right people into the industry achieve employment to promote the socio-economic; exist the layout of human resources in the industry cannot meet the needs the development about Guangxi Beibu Gulf Economic Zone and other issues.Learn from other early start, the development are more sophisticated economic zone on the successful experience of the optimal allocation of human resources, based in Guangxi Beibu Gulf Economic Zone distribution status of human resources and development goals, give some advice: set up a talent management system of Guangxi Beibu Gulf Economic Zone, through a clear recruitment, management, personnel dispute arbitration procedures and regulations to improve the regime drawbacks; through the integration of regional resources, promote the same city in Guangxi Beibu Gulf Economic Zone, improve the mobility of human resources. In development and introduction of talent, first, we must increase investment in basic education, to improve the overall quality of human resources, to increase the proportion of high-level human resources; second, to provide professional skills talents for technical industry; third, we must broaden the talent introduction channels, improve the facilities of talent introduction, so to attract talent, retain talent. In the industrial structure, improve the labor productivity of the first industry, free from the primary sector;accelerate the transformation and the development process of the secondary、the tertiary industry, stimulating human resources gather in the second and the third industry continuously, joint action promote industrial upgrading, promote employment.
