Research On Operation Management Of The Rural Minimum Living Standard Security System In Western Ethnic Areas

The problem of the minimum living standard security system is affecting economic development and social stability directly in western ethnic region, china; it is also a significant measure to solve the problems of poverty in rural area. The document for constructing of the minimum living standard security system in china has been published by The State Council ten years ago, therefore,what is the operating situation and problems about the rural minimum living standard security system in western ethnic areas, and how to amplify and improve it. To study and solve these problems have a significant meaning to coordinate urban-rural economic development,construct the socialism harmonious society and new socialist countryside .The rural minimum living standard security system has special significance to the west ethnic region which has huge poverty groups and deep poverty degree. This thesis chooses Majiang,Sansui county, Guizhou province as research region,and has a deep investigation and study on the current situation as well as operating mechanism of rural minimum living standard security system problems in ethnic areas by the household survey. This thesis applies the empirical analysis and competitive analysis to it,first of all,it analyzed poverty environment in western ethnic areas and foundation of the minimum living standard security theory;secondly,it looked back the history and present situation about the rural minimum living standard security system;in the third,this thesis analyzed the rural minimum living standard security from four aspects-- security standard,ascertaining applicant,financing system,instruction and management of the minimum living security standard organization,it also made some competitive analysis of national rural citizen. In the last part,this thesis summarized the reason and room for policies improving of the rural minimum social living security standard system in Majiang,Sansui county. In the end,it points out some shortages and future study direction.The conclusion of this thesis is not only promoting the completion and development of rural minimum living security standard system in Guizhou province,but also expecting to find new ways of social assistance system for western ethnic area,in that case,it could enrich the rural social security theory in poverty region.
