Jiangsu Forest Right System Change Effect Assessment

This paper, Xuyi County, Jiangsu Province as the research object, from the system of economic theory and the reality of Xuyi, analyzed the effects of the Xuyi's forest tenure reform deeply and detailed. Through the case study, the writer analyzed some problems in the development and their reasons after the Xuyi's forest tenure reform. Further, the writer offered some suggests about how to further deepening the Xuyi's forest tenure reform to proposed the further deepen reform of Jiangsu forest tenure. All those have great practical significance.This paper has 7 chapters.Chapter 1 discourses the purpose of the thesis, significance, methods, and innovation. Besides, the paper has overviewed the study of the forest tenure reform.Chapter 2 introduces the theory of institutional change, to establish a theoretical foundation for the behind study of changes of the forest tenure reform.Chapter 3 describes the situation changes about the forest tenure reform of Jiangsu Province and Xuyi County. In this chapter, the writer from the overall situation shows the states and the results of Jiangsu's forest tenure reform.Chapter 4, Chapter 5 and Chapter 6 evaluate the effects of Xuyi's forest tenure reform in three aspects from forestry production, farmers'life and rural development. Conclusions include:on the perspective of forestry production, the forestry of Xuyi has been achieved transition from traditional forestry to modern forestry successfully, that is, from the model of gaining benefit based on timber and other forest products to the model of gaining benefit based on for ecological protection; on the perspective of farmers life, the overall income of farmers increased, the proportion of forestry revenue in income also increased, however, the growth rate was lower than the overall rate of revenue growth. The labor force engaged in forestry still older, poorly educated, and the scientific and technical person does not match the requirements of the forestry development; on the perspective of rural development, rural infrastructure, rural public services, and the village's appearance have a large change. The development of forestry led to the development of Xuyi's rural, and made contribution to the construction of new socialist countryside.Chapter 7 analyzes the problems of Xuyi's forest tenure reform. Conclusions include:the system of forest tenure mortgage loan needs to continue improving, the organizational system of forestry co-operatives needs to further improving, the industry of timber processing needs to continue upgrading, forest ownership is still not clear, public forest protection and compensation mechanisms still need to improve more and so on. Further the writer put forward the problems of Jiangsu forest tenure reform, and proposed the advice of the after reform.
