Nyingchi Prefecture Of Tibet Characteristics Of Agricultural Development Strategy

Agriculture and animal husbandry are the main parts of the national economy of Tibet, develop characteristics of the agricultural economy of Tibet, is an important mode of improving economic efficiency and competitiveness, playing an important role on building a harmonious society in Tibet. The development of special agricultural economy, not only strengthen the development animal husbandry human resources, improving the quality of the farmers and herdsmen and operators, but also give the leading role to the government in policy formulation and planning.As the Fifth Central Working Symposium on Tibet Convening, 12th Five-Year Plan is coming, in order to further implement the scientific concept of development, adhere to the guidelines of Tibet in new period, stick to the Chinese characteristics, Tibet characteristics, consistent with the actual development path of Linzhi, realizes the new spanning of Linzhi economic basis, Improving people's living standards, ensure the long-term stability in Tibet, builds the abundant foundation for the economic society of Linzhi area,in order to do the 12 Five-Year Plan well, Enhancing the research of regional economic development model in Nyingchi becomes very necessary.The main goal of this research is, On the one hand provide the rationale for formulating the 12 Five-Year Plan and guiding the area in the period of 12 Five-Year Plan to develop characteristic animal husbandry. On the other hand realizes the economic development, enhances the herdsman income, provides the related policy suggestion for industrial development, macro-scientific policy-making.This paper based on regional competitive advantage theory, used contrast analysis to analyse the superiority, inferiority, challenge and opportunity, analysed the present situation and opportunity of the current development characteristic agriculture of Linzhi area. Combined with the problems of practical work and the method of solving the question mentality ,tried to promote from working practice to the theory stratification plane. The main research results of this paper manifest: (1)according to the characteristic agriculture popularity,capacity sort and the overall efficiency sort situation of Linzhi area, came up with the Characteristics of agricultural development priority sort.(2) came up with the ideas, objectives and principles of the development of special agriculture.(3) come up with the main means to develop the special agriculture.(4) point out the implementation step of developing special agriculture. The final sugesstion of the research contains: give priority to the development of characterized Industry, vigorously cultivate leading industries and superior products; actively supports the tap enterprises, Strengthens the training work, Speeds up the characteristic agriculture and the tourism, Tibet happy, the flowers and plants crop production to joint; increases the financial backing dynamics, promotes the characteristic industry leading enterprise's development positively and farmland and pasture industry restructure, promotes development soft environment, Transformates agriculture rural economic development way, develops the Linzhi area characteristic agriculture with the circulation economical idea.
