Research On The Development Of Gansu Characteristic Agriculture Under The Background Of Agricultural Supply Side Structural Reform

Agriculture,as the basic industry to support the rapid economic development,plays an irreplaceable role.After years of efforts,China's agriculture has developed rapidly,solved the problem of people's food and clothing,and provided rich production materials for economic activities.China's contradiction is also changing from food and clothing to supply and demand imbalance,that is,the surplus of middle and low end agricultural products,the scarcity of high-end and characteristic agricultural products,the lack of supply and the phenomenon of excess supply.The structural reform of the supply side of agriculture is to start from the supply side,regulate agriculture through various ways,reconfigure production factors,change production modes,extend industrial chains,and make the production of agricultural products more compatible with the needs of the consumer market.Such agricultural products require safety,health,green and agricultural products with special agricultural production coincided with these characteristics.On the backdrop of the supply side emphasizing agricultural production capacity,the characteristic agriculture needs to do the opposite,expand production and increase the supply.Gansu is located in the center of China's geography.Connect with 6 provinces,it is located on the three main highlands(Qinghai Tibet,loess and Mongolia).It is also the intersection of three natural regions(the eastern monsoon area,the Qinghai Tibet plateau cold area and the northwest arid area).The unique location advantage has laid a good foundation for the development of the characteristic agriculture in Gansu.With the "Silk Road Economic Belt Construction" put forward by the state,Gansu characteristic agriculture has a broader development platform,and is heading for the international market.The development prospect is very promising.Meanwhile,the proposal of "structural reform of agricultural supply side" has provided favorable support for the development of characteristic agriculture in Gansu.The development of Gansu characteristic agriculture has received unprecedented attention and is in an important stage of great leap forward development.This paper was based on the historical background,analysis of the Gansu province characteristic agriculture development present situation,and analyzes the existing problems.using both qualitative and quantitative methods to analyze characteristic agricultural industry competitiveness in Gansu province,finally summarizes puts forward the basic principles of characteristic agricultural development in Gansu province and relevant policy recommendations.Through the research in this paper,Gansu characteristic agriculture has begun to take shape after years of development.Currently,the six major industries,such as potato,high-quality fruit,vegetable,herbivorous animal husbandry,seed production,Chinese herbal medicine and wine making raw materials,have been continuously enhancing the driving capacity of regional economic development.But because of Gansu's economic development level is not high,deep inland,of great significance to the development of characteristic agriculture and understanding is not enough,there are still some problems in the process of development: one is the characteristics of the agricultural supply is not reasonable,can not meet the market demand;the two is the information channel is not smooth,impeding the development;three is the main production quality is not high.The operating capacity needs to be improved;four is the agricultural ecological environment deterioration,restricting the sustainable development;five is the lag of the financial service system,the characteristics of agricultural development and lack of funds.Through qualitative and quantitative analysis,the characteristic agriculture in Gansu still has comparative advantage in the whole country.We should properly solve the problems in current development and promote the transformation and upgrading of characteristic agriculture.The author thinks that the following principles should be followed in the development process of Gansu's characteristics: first,market orientation and modern consumption demand;the two is to adhere to the green development and enhance the sustainable development ability;the three is to increase the farmers' income by taking the aim of increasing farmers' income.On this basis,some specific policy suggestions are provided,hoping to promote the development of Gansu's characteristic agriculture.
