Taken agricultural high-tech industries Yangling demonstration zone as an example, the paper investigated and analyzed the human resources development in agricultural high-tech enterprises, including the gross of human resources, the use of labor, age structure, structure of cultural quality, structure of titles and technology level, academic structure and jobs situation. It probed into the problems and causes which is in the agricultural high-tech enterprises in Yangling, and put forward corresponding suggestions and countermeasures. It has an extremely vital significance in realizing the core fundamental objective in Yangling. The main conclusions are as follows:1. The human resources quantity in Yangling agricultural high-tech enterprise meet the requirements of entrepreneurial stage; Staff personnel is norm; The enterprise human resources is young; Senior personnel is less and irrational distribution; Staff culture quality standards are generally not tall, and highly educated workers are less; Lower levels; The quantity of technology and senior managers are not outstanding.2. Because of the changeable relationship in administrative subordination and weak foundation of politics and economic; Demonstration area and the enterprises do not understand human resources development well. The human resources department orientation is too low, and can't overall the company as a whole human resources; Fail to establish the human resources development and the management framework system; Understanding unclearly the relationship between enterprise and human resources development ; Management mode and means are obsolete. All this leads to lack of basic construction work and scientific human resource planning; Enterprises are lack of institutionalized management in employment, deployment, training, evaluation for a long time; Employees' salary is stability in general, but lacking of the market competitive.3. The right human resources development is the key of solving core competitiveness of agricultural high-tech enterprise. In the above existing problems in this paper, this paper puts forward the following suggestions and countermeasures: Accelerating institutionalized management in agricultural high-tech enterprise in Yangling; Understanding the difference and relationship of enterprise human resources development and human resources training; Making human resources development and the management scientific combination; Perfect human resource system; Strengthen the training education.
