The era of knowledge economy is full of opportunities and challenges,with a wide range of worldwide high-tech applications,it give birth to a lot of Hi-Tech enterprises which mainly to provide information services The high-tech enterprises have a feature of a large number of knowledge-based talent.They are the special groups that make use of knowledge and make it increment.They are the special groups that use of knowledge and make it increment.Knowledge-based talents as a knowledge and high-tech users, owners,they are representative of the high-tech enterprise specialized knowledge,the sum of intelligence and technology.The competitiveness of enterprises is from the competition on the evolution of physical capital to the competitiveness of human resources and business-to-knowledge-based investment in human resources is also growing.The main work of this paper is about how effectively control the cost of human resources in hi-tech enterprises.There are several contents in this paper as following sections.The first part is introduction part that introduces the research background and significance,analyzes the present research about human resources cost control in foreign and domestic and identifies the major work and content of research.The next part is the questions part,this part systematically discusses the human resources cost control of high-tech enterprises,analyzes the two one-sided understanding as well as problems in human resources cost control of hi-tech company.According to these questions,the third part introduces solution strategies of human resources control for high-tech enterprises.The discussion refers to a number of modules and assessment for recruiting,training and human resource development,design and management of pay, leave and reset cost,then narrate specific ways and methods for the human resource cost control.In this study,through a broad collection of relevant literature,drawing on the research field and absorption of the results and views,researches theory and practice by combination of cases,analyzes the problems in management of knowledge-based talent and human resource cost control in hi-tech enterprise and deeply think about the important issues in management and strategy of Chinese knowledge-based talent.This paper concludes that knowledge-based talent management in Hi-Tech Company should innovate from the following three levels:about the concepts of management,we should establish a "people-oriented" and "able-oriented";about measures in the management, we should establish a "trinity" of the incentive mechanism,and strengthen the training and development of knowledge-based talent,promote the rational flow of Knowledge-based talent.Hi-tech enterprises may make use of scientific methods of performance evaluation;in the environment of management,the state should provide policy support and legal protection...
