Performance evaluation of land consolidation project is the decision making baisi of investment subjects, but also an important basis for scientific decision making. As a place to carry out land consolidation earlier, its engineering,technical standards,relevant policies and systems are maturing, but for performance evaluation of land consolidation project is to carry out the work is relatively lagging behind, a single item, single factor, unilateral performance evaluation is also undertaken to carry out not perfect, did not form a unified set of evaluation criteria, it is difficult to adapt to scientific, rational and efficient land consolidation project requirements. Therefore, the performance evaluation of land consolidation projects, a comprehensive grasp of the land consolidation project the contribution of the project area and the effect of the project for land consolidation project to provide practical basis, theory and method, it has important theoretical and practical significance.In this paper, organization theory, control and feedback theory, systems theory as the theoretical basis, based on application of cost-benefit analysis.Using the fuzzy comprehensive evaluation for system performance evaluation in prime farmland construction in Hubei Province of six demonstration areas. On the basis of Hubei type of land consolidation projects divided,measuring the performance of projects in demonstration area of prime farmland classified, the research indicates:(1)89.37 Pinggang engineering model; water network engineering mode polder 85.44; Pre Plain engineering model 81.83; hills engineering model 80.69. (2)By comparison analysis, the conclusion is: the construction of prime farmland land consolidation project model performance evaluation scores relatively objective and accurate evaluation; prime farmland for the construction of different types of performance score ranked demonstration area can also be with the local social and economic development level Correspondence; (3)after the breakdown of the evaluation index system, land consolidation project to better meet the requirements of performance evaluation.
