Well-facilitated farmland construction as a way of land management plays an important role in our country in cultivated land area and guaranteed food security. Well-facilitated farmland construction project performance evaluation work is the right choice project investment and the basis for scientific decision. Well-facilitated farmland construction in Guangdong Province during the "twelfth five-year" exists too much differences between implementation and planning, such as the administrative efficiency in low level, the construction not finishing on schedule, the completion acceptance difficulty and so on. Measurement of project performance under the background of Guangdong Province has a certain practical significance. In this paper, with the support of previous related theories, the research content is:(1) well-facilitated farmland construction operation process;(2) the influence factors of performance;(3) the performance evaluation system constructing and evaluation;(4) improving Suggestions.In this paper, after the definition and the connotation of the performance, analysis of the operation characteristics of a well-facilitated farmland construction project, including of the main characteristics for the public goods attribute, mostly dominated for the government and organization process involves more; Analyzed the influence factors of high standard basic farmland construction project performance is the main external factors policy factors, economic factors, administrative factors; Internal factors is landform factors and quality of cultivated land; Implementation situation analysis and the well-facilitated farmland construction, total capital investment, the total number, total scale analysis of Guangdong Province of the quantity change characteristics and regional spatial difference.This paper is scale with Guangdong provincial area by county(district) level administrative unit as the research unit. Selecting by indicators like total capital investment, total number, total scale to analysis the contrast characteristics and regional spatial difference between planning and implementation of the well-facilitated farmland construction of Guangdongprovince. In order to know the performance, this paper builds from the macroscopic scale at the provincial level based on the process logic framework of four dimensions selecting 16 indicators to build index system: the input index(with a total investment of per unit area), process index(budget implementation deviation rate, high area built deviation rate, efficiency of construction), output index(land levelling, irrigation and drainage, drainage pipeline construction, the rate of road engineering construction field and the completion rate, new and improved least irrigated farmland, new and improve rate of farmland prevent waterlogging, new food production capacity per unit area), effect index(high proportion of construction, number of cultivated land quality, the project benefit, new annual per capita net income of farmers, new and rebuilt key village number). Research method is the mean square error method to determine the weight and fuzzy comprehensive evaluation method to calculate index value. From the perspective of the whole life process of project, this paper discusses construction situation in Guangdong province, evaluating the results and analyzing the reason of insufficient performance. Standardize research purpose is to guide the construction of well-facilitated farmland, for much starker choices and graver consequences in the land consolidation construction and implementation.The results show that the overall performance of more than 50% of Guangdong province as "poor", distributed mainly in Western and Eastern of Guangdong. Overall performance of the Pearl River Delta is "good" or "better", but the county and county regional differences greatly. The index of new and improved irrigation and prevent waterlogging rate plays an important role of this evaluation, weighting of 0.14. It can draw the conclusion that the performance level in high standard basic farmland construction demonstration area is good, but the rest is bad. Research proposal is to strengthen the supervision of capital in commitment, processes to strengthen organizational efficiency and output aspects to strengthen infrastructure construction, cultivated land quality don't effect.
