Research On Performance Evaluation Of Rural Land Consolidation Project In China

The basic national conditions of cultivated land resources in China are: the total amount of cultivated land is large,the per capita cultivated land is small,the quality cultivated land is small,and the cultivated land reserve resources are small,that is,“one more than three less”.Land consolidation is an effective way to increase the amount of cultivated land and improve its quality.The land consolidation project is an important project funded by the government that utilizes special national funds.In order to ensure the rational use of state funds and improve the decision-making level of the project,it is very necessary for the state to establish a scientific land consolidation project performance evaluation system.This article extensively reviews domestic and foreign research literature,this paper comprehensively studies the connotation,theoretical basis,index system and evaluation method of land consolidation project performance evaluation,guided by sustainable development theory,from economic benefits and society.The performance evaluation index system of land consolidation project with three levels and 12 evaluation indicators is constructed in three aspects of benefit and ecological benefit.The evaluation model combining AHP and fuzzy comprehensive evaluation method(ie AHP-FCE evaluation model)is proposed,thus establishing a set of performance evaluation system suitable for rural land consolidation projects.Finally,the evaluation of the Niuchuanchuan project in Shanyang County is carried out.The analysis of the results shows that the evaluation index system established in this paper can scientifically reflect the performance of the project,the project has achieved a high level of performance,and public finance investment has achieved the desired benefits.The study concluded that the performance evaluation of land consolidation projects is of great significance for government investment and management of land consolidation projects.Strict project management,strict control of project quality,and emphasis on infrastructure during project implementation can enable land consolidation projects to achieve higher performance.It also draws the factors that affect performance evaluation,and analyzes the problems of inaccurate government positioning,low participation of the masses,and imperfect evaluation system.It also proposes to establish performance evaluation standards,give full play to the role of the masses,and clarify the project.The suggestions for improvement in the later management and protection measures have truly played the role of supervision and promotion of performance evaluation,thereby increasing the output value of land production and ultimately increasing the per capita net income of farmers.
