Thus, the contracture frame of economic zone must with the city as the core, regional work-division collaborative as the basis. Urban radiation in the Economic geography can provide method to define the boundary of economic regional areas, while the completeness of city system is the basic conditions that an economic zone to existent and develop, at the same time, the industrial development of the first city must conform the requirement of city's function. Regional industry work-division and synergy is substantial contents of economic zone, the heterogeneity of resource endowment often makes the industrial division form a relative backwardness natural division mode, which bring certain advantage backwardness to the construction of economic zone.Meanwhile, face the rapid development of Guanzhong -Tianshui economic zone in east, Ningxia economic zone along the yellow, in north, Cheng-Yu economic zone in the south, economic growth in Lanzhou - Xining area may been "dilution in localized" , "localized" and "the low-end marginalization" in the future. Thu, to solve this problem of "regional collapse" through regional cooperation has the vital significance not only for Lanzhou-Xining region but coordinated development of economy in China.Based on the cities may include in Lanzhou - Xining economic zone and use breaking point model, calculating the first city breaking point distance, breaking point radiation field and radius of every city, then define Lanzhou-Xining economic zone radiation level and structure, then found that in the east of Lanzhou Xining economic zone Lanzhou as the core, radiates Baiyin,Dingxi,Linxia,Honggu district which are secondary core zone; in the west Xining as the core, radiates Ledu,Huangyuan,Minhe which are secondary core zone. Then the cities in Lanzhou-Xining economic zone present a dual core structure. Using Sequence-scale law study Lanzhou-Xining city system structure found city structure system development is relatively inferior, first city Lanzhou has strong monopoly and display a "solitary island" characteristic.In the level of regional industrial structure, based on the analysis of industries structure analysis and grey relational industrial location entropy analysis found that due to the resource endowment and located in relatively backward development areas, every city's industrial development level are similar to each other, difference of industrial structure is bigger, which created the foundation for industry coordinate of the future. Meanwhile industrial structure isomorphism in Lanzhou-Xining economic zone is smaller, regional division of labor has begun preliminary revealed. The first city is production activity organizers and leaders in an economic zone, we researched the network topology structure of Lanzhou-Xining economic zone between each city and measure the circulation function of first city Lanzhou, based on the relationship on city function and industrial structure we puts forward that Lanzhou as the primary city should use its location traffic advantages to development circulation service & transportation to enhance its centralized and secondary distribution capability, and developing production services vigorously to further strengthen of organization and impetus function for the production in entire economic zone.In regional industrial division level, analysis the Lanzhou-Xining economic zone division patterns perspective basically from extra-industry and intra-industry, found that pillar industry of Lanzhou and Xining are related to the characteristics of the local resource endowment closely, thus forming a natural division mode because of different products category. Because both Lanzhou and Xining has not been formed the industry cluster based on the dominate industry, thus higher levels intra-industry division of labor is lack of foundation.Based on the requirements of economic construction theory and the actual of Lanzhou- Xining region,we point out Lanzhou-Xining economic zone should adopt the space structure as "two laps-one axis", operation mechanism of government and market impel together, industrial development pattern like resource endowment as foundation, cities mutual complementation.
